You seem to mean that literally, but I find no record of such a UK declaration of war in the London Gazette or elsewhere; rather, there exist Privy Council orders and proclamations consequential on the state of war inferred to have existed since the failure of the German government to provide assurances as to respect for the neutrality of Belgium before the British ultimatum of 11pm.
Do you think The King did declare war or did the British government contrive to achieve that legal state passively?
