(Jan-Werner Muller's book isn't dryly theoretical, and I owe him an apology if I have made it sound as if it is: although he doesn't specifically say much about the Palace of Westminster the terms in which he frames his argument do point to a lot of the causes you mention. I suspect, though, that you may not admire the Scottish Parliament building as much as he does.)
Happy to believe you, fully own up to not having read it. Will add to the list. I think there is a long queue of people who admire the Scottish Parliament building more than I do, but in fairness I only dislike the location, the architecture, the interior and the cost.
Or, I should say, the cost overruns. If they had said up front it would cost what it ended up costing, I’d have been much more relaxed because I accept these things are expensive if done well, and should be done well.
